Northern Queensland Primary Health Network (NQPHN) invites applications from a probity advisory service to provide ad hoc probity advice when required on tenders.
NQPHN Chief Executive Officer Robin Whyte said NQPHN would also require the probity advisor to provide training to staff and Board Directors on probity and best practices as part of a two-year contract.
“NQPHN is seeking a consultative relationship with a trusted probity advisory service partner to provide and support NQPHN to undertake robust and best practice tender processes, when commissioning health and preventive care services,” said Ms Whyte.
She said NQPHN was looking forward to working with the successful applicant.
Ms Whyte said the new probity advisor would:
- provide independent probity advice on tenders that are over $1 million, (or under $1 million for high-risk tenders) by providing input into the development of a procurement plan
- review associated documentation relating to tenders and support the evaluation process, giving probity advice and ensuring the process is run according to the procurement plan
- provide high level probity advice to evaluation panel members, participate in evaluation consensus meetings, and provide advice to senior leadership staff
- provide project management support in relation to the duration of tenders, overseeing governance and risk mitigations
- monitor and report on progress against agreed budgets as part of this support
- provide probity training and development to NQPHN staff and Board members, particularly in relation to using innovative and collaborative commissioning approaches
- provide probity reports that summarise the process, identify learnings, and endorse the outcomes of internal decision making
- provide ad hoc probity advice as and when required to employees and senior leadership
- conduct probity audits to ensure NQPHN is adhering to relevant guidelines and procedures.
