Bulk Billing Incentive

Bulk billing incentive payments changes from 1 November 2025 will expand the eligibility of bulk billing incentives to all Australians with a Medicare card.

Currently, general practitioners (GPs) only receive Medicare bulk billing incentives if they bulk bill children under 16 years old and Commonwealth concession card holders.

Practices that join the Bulk Billing Practice Incentive Program (BBPIP) must bulk bill every eligible service for every patient to receive the incentive payment. The Bulk Billing Practice Incentive Program payment will be in addition to the MBS benefits paid (including bulk billing incentives).

A resource addressing frequently asked questions about BBPIP is available for practices, providers, practice managers, and healthcare professionals, covering topics such as eligibility, benefits, and how the program operates.

From 1 November 2025, practices can choose to register and participate in the Bulk Billing Practice Incentive Program (BBPIP) and will equally share in the additional incentive payment of 12.5 per cent of MBS billings for eligible services.

While it is mandatory for practices to be registered for MyMedicare, it is not mandatory for patients to be registered for MyMedicare.

Registration

Registration for BBPIP will be open from 1 November 2025. Practices will need to register for BBPIP via Services Australia’s Organisation Register.

Expression of interest

The Bulk Billing Practice Incentive Program expression of interest form should be completed by the practice manager (or equivalent) to indicate a practice’s intent to participate in the BBPIP.

Signage

Practices participating in the BBPIP must display Medicare Bulk Billing Practice signage on-site to be eligible for the BBPIP Incentive payment.

Practices participating in the Bulk Billing Practice Incentive Program (BBPIP) are required to advertise as a bulk billing only practice on Healthdirect Australia’s National Health Services Directory (NHSD). Practices are required to maintain registration for the entire period of participation in the program. Practices must ensure that all details on NHSD, including address, contact details and opening hours are accurate.

There are two main ways to register your practice details on NHSD:

  • Option 1: Directly through NHSD – Via the online registration form
  • Option 2: Indirectly through Provider Connect Australia™ (PCA™) – you can then choose to publish your data to the NHSD and other business partners.

Learn more about registering or updating your information on NHSD here.

A new calculator has been released for general practice owners, managers, and individual general practitioners to estimate annual earnings from Medicare bulk billing incentives (BBIs) and the new Bulk Billing Practice Incentive Program (BBPIP), starting 1 November 2025. Access to the Bulk Billing Incentives Calculator can be obtained here.

A Bulk Billing Incentives Calculator User Guide is also available, explaining how to use the calculator.
