Bulk Billing Incentive
Bulk Billing Practice Incentive Program (BBPIP)
From 1 November 2025, all Australians with a valid Medicare card will be eligible for bulk billing incentives. Prior to 1 November 2025, Bulk billing incentives were only available to children under 16 and Commonwealth Concession Card holders.
Practices that join the Bulk Billing Practice Incentive Program (BBPIP) must bulk bill every eligible service for every patient to receive the incentive payment. The Bulk Billing Practice Incentive Program payment will be in addition to the MBS benefits paid (including bulk billing incentives).
From 1 November 2025, practices can choose to register and participate in the Bulk Billing Practice Incentive Program (BBPIP). Practices participating in BBPIP will receive an additional quarterly 12.5% incentive payment on MBS benefits paid from eligible bulk billed services, split evenly between the GP and the practice. The even split of the BBPIP incentive payment recognises the role of both the practices and providers in delivering bulk billed services to patients.
Registration
To participate in the BBPIP, a practice must:
- Bulk bill all BBPIP MBS eligible services for all Medicare-eligible patients.
- Be MyMedicare registered:
- Find information on the Department’s MyMedicare program.
- Find how to register in MyMedicare on the Services Australia Health Professional Education Resources website.
- Practices not already registered in MyMedicare are exempt from the MyMedicare accreditation requirements if they wish to register with MyMedicare and participate in BBPIP. Practices that receive a BBPIP accreditation exemption for MyMedicare are not automatically eligible for any other MyMedicare linked incentive or initiative.
- Patients do not need to be registered in MyMedicare for the practice to participate in BBPIP.
Promote your participation
Practices participating in the Bulk Billing Practice Incentive Program (BBPIP) are required to advertise as a bulk billing only practice on Healthdirect Australia’s National Health Services Directory (NHSD). Practices are required to maintain registration for the entire period of participation in the program. Practices must ensure that all details on NHSD, including address, contact details and opening hours are accurate.
There are two main ways to register your practice details on NHSD:
- Option 1: Directly through NHSD – Via the online registration form
- Option 2: Indirectly through Provider Connect Australia™ (PCA™) – you can then choose to publish your data to the NHSD and other business partners.

Signage
Practice are also require to display Medicare Bulk Billing Practice signage (signage) on-site.
Aboriginal Community Controlled Health Organisations, Aboriginal Medical Services, mobile and outreach services and other services without a physical location are not required to display signage.
