The role

The Senior Service Planning and Design Officer – Mental Health and AOD has responsibility for ensuring commissioned health services are tailored, comprehensive, and applicable to the needs of service users by planning and designing programs and projects that are effective and in alignment with NQPHN’s strategic objectives.

This includes:

  • providing operational support across the Commissioning portfolios to ensure planning and design initiatives are effective and achieve key strategy and operational outcomes
  • working in collaboration with other NQPHN functions to best inform Commissioning planning and the design of health services.

 

Role-specific

  • Adopt a holistic approach to service planning and design by using the Department of Health and Aged Care Commissioning Cycle to guide delivery of health services.
  • Lead, in collaboration with the broader team and manager, planning and design projects through all phases, including needs assessment, funding submissions and advocacy, co-design and model development, procurement, implementation and ongoing monitoring and improvement.
  • Provide best practice expertise for planning and service design in a commissioning environment, with consideration for:
    • PHN objectives, needs assessment, and national priorities
    • leadership, governance, and organisational capacity
    • engagement and consultation, autonomy, and responsibility
    • priority setting and decision making
    • decommissioning and direct service delivery
    • performance measurement.
  • Work collaboratively with internal engagement teams to identify health intel and data that identifies priorities that can be utilised to improve commissioning and service planning activities.
  • Engage key stakeholders to inform planning and design of services, including but not limited to the broader community, those with lived and living experience, service providers, primary care clinicians, and other government organisations.
  • Support the development of resource materials required for effective service planning and design and ensure distribution as appropriate.
  • Undertake administrative tasks such as production and distribution of correspondence, reports, and/or presentations relating to service planning and design.
  • Support the team in ensuring the agreed performance outcomes for the programs across all commissioning portfolios are delivered, monitored, and reported in line with recommended frameworks and guidelines.
  • Support and collaborate within the team to ensure an integrated approach to commissioning.

Key selection criteria

  • A relevant tertiary qualification and three years’ experience in the planning and design of health programs or similar.
  • Demonstrated understanding of health commissioning processes, health service design, and delivery in a community environment.
  • Demonstrated ability to lead and coordinate complex projects to deliver the development and implementation of programs or services.
  • Demonstrated ability to prioritise and meet deadlines in a high demand work environment.
  • Highly developed interpersonal, communication, influencing, partnering, negotiation, and conflict resolution skills, with both internal and external stakeholders, particularly in relation to community and stakeholder engagement within the health sector.
  • Demonstrated skills in dealing with confidential and sensitive information in a professional manner.
  • Self-sufficient in the use of information technology – Microsoft Office suite (e.g., Word, Excel, and PowerPoint).

The role

This position will support and understand the workforce needs and training capacity of general practice and General Practitioner (GP) registrars in the NQPHN region as part of the delivery of the General Practice Workforce Planning and Prioritisation (GP WPP) Program.

The Australian General Practice Training (AGPT) Program is a postgraduate vocational training program for medical practitioners wishing to pursue a career in general practice in Australia. The AGPT Program is a three to four-year training program that offers 1,500 commencing training places each year. Selection into the AGPT Program is a competitive merit-based process.

As of 1 February 2023, program governance for the administration of the AGPT program is the responsibility of the GP colleges; the Royal Australian College of General Practitioners (RACGP) RACGP and the Australian College of Rural and Remote Medicine (ACRRM). The transition of the AGPT program to a college-led model will streamline pathways for GP registrars to deliver a general practice workforce that meets community needs. When a GP registrar has successfully completed their training under the AGPT program, they become a ‘fellow’ of one or both colleges and are registered as a specialist general practitioner with the Medical Board of Australia. 

The GP WPP activity will deliver robust, independent, evidence-based advice to the Department of Health and Aged Care (the Department) and GP colleges to inform AGPT training placement priorities at the GP catchment level. This will support the delivery of a GP workforce to meet current and future GP workforce needs and address workforce shortages. GP WPP analysis will inform distribution targets set by the Department and will assist the GP colleges in placement decisions and training capacity planning.

Role-specific

  • Establish and maintain productive working relationships with general practices, GPs, practice managers, and Aboriginal Community Controlled Health Organisations (ACCHOs) to inform GP WPP activities.
  • Identify, establish, and maintain positive working relationships with key stakeholders in the GP WPP program within the NQPHN region and consult with local stakeholders for the purpose of understanding workforce needs and training capacity.
  • Develop the workforce needs reports and training capacity reports, including evidence-based recommendations, as part of the GP WPP program for the NQPHN region. Plan and coordinate twice-yearly community consultation and surveys with general practice teams, registrars, and GPs in the region to seek feedback on local GP WPP recommendations.
  • Working collaboratively with the GP advisor and liaise with existing registrars in the catchment to determine suitability of the training placements, opportunities for gaining advanced skills, and other issues that may affect trainee wellbeing. 
  • Attend and support network events to gather insights from local GPs and registrars. 
  • Liaise and collaborate with all internal team members to provide local intelligence to inform GP training needs and capacity, including all generalist scope and regional pathway opportunities. 
  • Represent the organisation on relevant committees, advisory groups, and at events on a local, state-wide, and national level as they relate to the role and organisational objectives.
  • Stay informed on the details and requirements of the AGPT program and other GP training pathways.
  • Other duties as directed by the manager.

Key selection criteria

  • Tertiary qualifications or relevant experience in health, business, communications, or a related field.
  • Proven track record in customer service and stakeholder engagement, including the ability to build relationships, foster networks, and support partnerships with internal and external stakeholders including general practitioners, practice managers, Hospital and Health Services, and Aboriginal Community Controlled Health Organisations (ACCHOs).
  • Strong interpersonal skills with the ability to build and maintain productive relationships and foster networks and linkages.
  • Strong understanding of the health system including Primary Health Networks (PHNs) and their purpose.
  • Experience in facilitation and/or delivery of training and information to individuals and/or small groups.
  • Attention to detail and advanced written and verbal communication skills with experience in producing plans and reports.
  • Demonstrated strong organisational and project management skills with an ability to manage competing timelines and prioritise deliverables.
  • Well-developed analytical and problem-solving skills including interpretation of relevant data reports and the ability to undertake analysis of stakeholder feedback.
  • Ability to work independently and effectively within a diverse team and collaborate with other internal portfolios.
  • Relevant and current knowledge of requirements of AGPT, RACGP Vocational Training Standards, ACRRM Training Standards for Supervisors and Training Posts, National Terms and Conditions for the Employment of Registrars (NTCER) (highly desirable).

Other requirements

  • Current Drivers Licence.
  • Provide a National Police Check less than three months old.
  • Be able to meet the requirements of a Working with Children (Blue Card) Queensland (if required).

This is a part time role (0.8 FTE) and will commence as soon as possible.

The role

The Older Persons Health and Palliative Care Officer will be responsible for delivering aged care activities and interventions that directly build the capabilities of primary health care providers (PHCPs) to deliver services to older people living in the community and residential aged care facilities (RACFs). The Older Persons Health and Palliative Care Officer will facilitate initiatives that build after hours and virtual health services and solutions that enhance the care of older Australians across the three NQPHN regional sites as well as ensuring equity of access to rural and remote areas.

The key responsibilities of this role include, but are not limited to:

  • Providing support to RACFs in our region to have appropriate clinical facilities, equipment, staff training, and technology to provide their residents with access to quality virtual care from general practitioners (GPs) and other clinicians.
  • Delivering initiatives that support RACFs to implement comprehensive out-of-hours arrangements and actions plans, including appropriate staff training and resources.
  • Supporting, as requested, the commissioning of early intervention initiatives that contribute to healthy aging, including through the ongoing management of long-term conditions or reducing barriers at the aged care interface, to support senior Australians to live in the community for longer.
  • Facilitating strong stakeholder relationships with aged care providers, general practices, and PHCPs, as well as governing agencies and other key contacts.
  • Working collaboratively with RACFs, community-based aged care organisations, and Hospital and Health Services (HHSs) in the NQPHN region to provide integration education and skilling opportunities.
  • Supporting relationships with aged care peak bodies to ensure collaboration in the delivery of new models of care for transition into practice.
  • Supporting the development and implementation of an NQPHN Aged Care Program Plan informed by the Department of Health and Aged Care’s guidelines.
  • Contributing to monitoring and evaluating the delivery of the NQPHN Aged Care Program Plan and outcomes for the PHCP workforce.
  • Supporting the needs assessment, planning, and service development in relation to the Aged Care Program.
  • Ensuring the NQPHN Aged Care Program Plan operates within a designated budget.
