The role

The Senior Compliance and Procurement Officer will support the development and management of Northern Queensland Primary Health Network (NQPHN) compliance, procurement, contract management systems, and processes. This role will work closely with all operational staff to provide advice on the development and management of contracts and tenders with providers.

The Senior Compliance and Procurement Officer will support the development, implementation, and governance of contract compliance processes.

  • Support the design, development, implementation, and change management of end-to-end procurement and contract management processes and systems for NQPHN.
  • Contribute to the continuous improvement of the frameworks, systems, policies, and procedures to ensure they continue to meet the needs of the organisation. This includes working collaboratively with the commissioning, finance, information and communication technology (ICT), risk, and other relevant functions of the organisation.
  • Provide expert advice on contractual compliance, conflicts of interest, and legal and probity related matters.
  • Manage and oversee tenders and procurement processes, ensuring there is transparency and accuracy in discussion and decision making.
  • Manage and administer selection/evaluation panels, ensuring that appropriate probity controls are in place, panel decisions are transparent and defensible, and conflicts of interests are appropriately managed.
  • Support commissioning processes, ensuring that appropriate probity controls are in place, decisions are transparent and defensible, and conflicts of interests are appropriately managed.
  • Support the design, development, and implementation of contractual compliance checks/audits to ensure compliance with legislations, funding schedules, master contract terms, contract schedules, contract milestones, and systems workflows.
  • Assist program staff where needed in negotiating with funding bodies, sub-contractors, and other external stakeholders throughout the contract lifecycle – development, execution, implementation, and monitoring.
  • Coordinate and implement, master contract terms with funding bodies, sub-contractors, and other external stakeholders, maintaining the Master Contract Terms Register and the reporting process on a routine basis or as required.
  • Lead negotiations of contract terms and conditions with service providers with the support of operational staff members.
  • Accurately complete all compliance, contract, and procurement activities through to the finalisation and execution of contracts.
  • Support the continued development of commissioning processes and procedures including the development and support of other team members.
  • Document and report to the Compliance and Procurement Manager on risks associated with contracts and procurement.
  • Provide training and upskilling to NQPHN staff, in the areas of commissioning, contract management, compliance, and procurement.
  • Ensure contract and procurement documentation is legally and ethically compliant.
  • Ensure that commissioning, procurement, and contract processes are adhered to.
  • Review draft contract documentation provided by internal and external stakeholders.
  • Manage the input and integrity of NQPHN’s contract management system.
  • Assist with the review and development of systems, resources, policies, and procedures.
  • Support with the development, implementation, and monitoring of the Procurement Framework, Contractual Compliance Framework, contract management systems, and other policies and procedures as necessary.
  • Assist with conducting compliance checks/audits.
  • Assist with the maintenance of the compliance register, related party register, conflict of interest, and gifts register.

The role

The Primary Care Engagement Officer is responsible for supporting operational delivery of NQPHN commissioned programs and primary care engagement initiatives. This includes supporting the development, implementation, and evaluation of programs within primary care that build capacity and capability for positive patient outcomes.

The Primary Care Engagement Officer will be informed and guided by key NQPHN documents including, but not limited to the Stakeholder Engagement Framework and Strategic Plan.

Role-specific

  • Deliver activities and interventions that provide capacity and capability enhancement to GPs and their teams as well as other primary care providers.
  • Support integration across the health sector, specifically connecting the primary health and secondary care sectors, utilising current and emerging technology and systems to improve provision of services.
  • Support primary care digital enablement including to utilisation of My Health Record.
  • Support delivery of the NQPHN primary care clinical data program that utilises continuous quality improvement processes for practice improvement and enhanced patient outcomes.
  • Support development of relationships with peak bodies and primary care providers to ensure collaboration in the development and delivery or implementation of new models of care that are implementation ready to transition into primary care practice.
  • Work as part of a functioning, geographically diverse team to assist the organisation to achieve its strategic objectives.
  • Undertake the administrative tasks to design and develop resource materials required for the program and ensure distribution as appropriate.
  • Support internal and external quality improvement initiatives, identify issues in common, and use this to build innovative solutions.
  • Support commissioning activities (as required) including contract management across the region in consultation with internal and external stakeholders.
  • Represent NQPHN on relevant committees, advisory groups and at events as they relate to the role and organisational objectives.
  • Work in a financially responsible manner, providing support for the reporting and budget management activities across relevant programs.
  • Provide support for reporting requirements by collecting, collating, and communicating relevant data required to meet the obligations of NQPHN.
  • Identifying and report opportunities, gaps and potential or emerging issues.

Key selection criteria

  • Tertiary qualification in a health related or human services discipline, or a relevant certification (VET Qualification) and at least two years’ experience in a primary care role.
  • Significant frontline experience working in general practice or primary care would be desirable and equal to tertiary / VET qualification.
  • Understanding of opportunities and challenges for the primary health sector in North Queensland region.
  • Understanding of the technological and digital systems that support primary care in Australia or the ability to develop these skills.
  • Ability to conduct networking and stakeholder engagement of primary health sector across NQPHN region and identify and refer stakeholder dissatisfaction to relevant senior officer.
  • Experience in working as part of a multi-disciplinary and multifaceted team within a community engagement context.
  • Interpersonal, communication (verbal and written), and negotiation skills.
  • Ability to prioritise and meet deadlines in a high demand work environment.
  • Ability to work with diverse communities including Aboriginal and Torres Strait Islanders, and Australian South Sea Islanders in our region.
  • High level skills and experience in utilising the Microsoft Office Suite including Microsoft Word, Outlook, Excel, and PowerPoint.

The role

The Older Persons Health and Palliative Care Officer will be responsible for delivering aged care activities and interventions that directly build the capabilities of primary health care providers (PHCPs) to deliver services to older people living in the community and residential aged care facilities (RACFs).

The Older Persons Health and Palliative Care Officer will facilitate initiatives that build after hours and virtual health services and solutions that enhance the care of older Australians across the three NQPHN regional sites as well as ensuring equity of access to rural and remote areas.

The key responsibilities of this role include, but are not limited to:

  • providing support to RACFs in our region to have appropriate clinical facilities, equipment, staff training, and technology to provide their residents with access to quality virtual care from general practitioners (GPs) and other clinicians
  • delivering initiatives that support RACFs to implement comprehensive out-of-hours arrangements and actions plans, including appropriate staff training and resources
  • supporting, as requested, the commissioning of early intervention initiatives that contribute to healthy aging, including through the ongoing management of long-term conditions or reducing barriers at the aged care interface, to support senior Australians to live in the community for longer
  • facilitating strong stakeholder relationships with aged care providers, general practices, and PHCPs, as well as governing agencies and other key contacts
  • working collaboratively with RACFs, community-based aged care organisations, and Hospital and Health Services (HHSs) in the NQPHN region to provide integration education and skilling opportunities
  • supporting relationships with aged care peak bodies to ensure collaboration in the delivery of new models of care for transition into practice
  • supporting the development and implementation of an NQPHN Aged Care Program Plan informed by the Department of Health and Aged Care’s (DoHACs) guidelines
  • contributing to monitoring and evaluating the delivery of the NQPHN Aged Care Program Plan and outcomes for the PHCP workforce
  • supporting the needs assessment, planning, and service development in relation to the Aged Care Program
  • ensuring the NQPHN Aged Care Program Plan operates within a designated budget.

Key selection criteria

  • Degree qualifications in a health-related discipline and two years’ experience in a similar role, or a VET qualification, and/or a minimum of three years’ aged care experience.
  • Demonstrated understanding of opportunities and challenges for the aged care sector in the North Queensland region.
  • Understanding of the technological and digital systems used in aged care in Australia.
  • Understanding of health commissioning processes, health service design, and delivery in a community environment.
  • Demonstrated knowledge and experience in supporting aged care service development, program implementation, monitoring, and evaluation.

The role
