The role

The Senior Compliance and Procurement Officer will support the development and management of NQPHN compliance, procurement, contract management systems, and processes. The Senior Compliance and Procurement Officer will work closely with all operational staff to provide advice on the development and management of contracts and tenders with providers.

The Senior Compliance and Procurement Officer will support the development, implementation, and governance of contract compliance processes.

  • Support the design, development, implementation, and change management of end-to-end procurement and contract management processes and systems for NQPHN.
  • Contribute to the continuous improvement of the frameworks, systems, policies, and procedures to ensure they continue to meet the needs of the Organisation. This includes working collaboratively with the commissioning, finance, information and communication technology (ICT), risk, and other relevant functions of the organisation.
  • Provide expert advice on contractual compliance, conflicts of interest, and legal and probity related matters.
  • Manage and oversee tenders and procurement processes, ensuring there is transparency and accuracy in discussion and decision making.
  • Manage and administer selection/evaluation panels, ensuring that appropriate probity controls are in place, panel decisions are transparent and defensible, and conflicts of interests are appropriately managed.
  • Support commissioning processes, ensuring that appropriate probity controls are in place, decisions are transparent and defensible, and conflicts of interests are appropriately managed.
  • Support the design, development, and implementation of contractual compliance checks/audits to ensure compliance with legislations, funding schedules, master contract terms, contract schedules, contract milestones, and systems workflows.
  • Assist program staff where needed in negotiating with funding bodies, sub-contractors, and other external stakeholders throughout the contract lifecycle – development, execution, implementation, and monitoring.
  • Coordinate and implement, master contract terms with funding bodies, sub-contractors, and other external stakeholders, maintaining the Master Contract Terms Register and the reporting process on a routine basis or as required.
  • Lead negotiations of contract terms and conditions with service providers with the support of operational staff members.
  • Accurately complete all compliance, contract, and procurement activities through to the finalisation and execution of contracts.
  • Support the continued development of commissioning processes and procedures including the development and support of other team members.
  • Document and report to the Compliance and Procurement Manager on risks associated with contracts and procurement.
  • Provide training and upskilling to NQPHN staff, in the areas of commissioning, contract management, compliance, and procurement.
  • Ensure contract and procurement documentation is legally and ethically compliant.
  • Ensure that commissioning, procurement, and contract processes are adhered to.
  • Review draft contract documentation provided by internal and external stakeholders.
  • Manage the input and integrity of NQPHN’s contract management system.
  • Assist with the review and development of systems, resources, policies, and procedures.
  • Support with the development, implementation, and monitoring of the Procurement Framework, Contractual Compliance Framework, contract management systems, and other policies and procedures as necessary.
  • Assist with conducting compliance checks/audits.
  • Assist with the maintenance of the compliance register, related party register, conflict of interest, and gifts register.

Key selection criteria

  • Tertiary qualifications in Contract Management/Commercial Law or similar, and/or three years’ experience within the fields of contracts and procurement, or a satisfactory combination of experience and qualifications to meet the requirements of the position.
  • Demonstrated ability to develop and implement commissioning strategies and manage contract information systems.
  • Demonstrated high level organisational skills, attention to detail, initiative, and experience in developing and implementing efficient and effective business systems required to handle high volumes of contracts with diverse requirements.
  • Demonstrated experience and understanding of the importance of supporting transparent and equitable procurement and contract management processes and procedures.
  • Demonstrated record of diligence and attention to detail in undertaking organisational electronic and hard-copy document management.

The role

The Senior Communications and Marketing Officer is responsible for coordinating and designing a broad range of hands-on communication tasks, particularly website maintenance, graphic design, social media, editing, formatting of formal reports, media monitoring, and writing articles for newsletters, media, and other NQPHN communications. The position also includes coordinating and designing various internal and external communication collateral and digital advertising, as well as marketing and promotional collateral for a range of NQPHN products, services, sponsorships, and educational programs as required by the organisation.

  • Develop and implement communication, marketing strategies, and public relations initiatives relating to NQPHN.
  • Monitor and support a consistent and professional standard across company language, style, and branding in line with the NQPHN Style Guide and PHN Branding Guidelines, to both NQPHN teams and external stakeholders.
  • Take ownership over NQPHN website and perform maintenance as required by the organisation. Manage and create content for the website, in liaison with key NQPHN staff.
  • Draft, prepare, and distribute written and visual material for information or publication internally and externally.
  • Maintain newsletter contact database, Staff Intranet, and NQPHN social media accounts.
  • Design and develop online campaigns and marketing initiatives through the website and social media, including creative and technical development.
  • Advise NQPHN staff on the most effective use of online tools for campaigning and communications.
  • Work with stakeholders to support co-design and development of collateral to align with NQPHN’s priorities.
  • Support the Communications and Marketing Manager to deliver organisation-wide solutions, including social media, website, and newsletter management.
  • Design key corporate publications (from provided content) such as the Annual Report, Health Needs Assessment, Health Infographics, and Style Guide.
  • Provide written and verbal advice on graphic design requirements.
  • Liaise with printers and other external stakeholders on print and design related jobs, from quote through to delivery.
  • Maintain Graphic Design folder and job log on network drive with assistance from the Communications and Marketing Officer.
  • Develop and maintain effective relationships with key partners and stakeholders.

Key selection criteria

  • Tertiary qualification and at least three years relevant work experience in a communications, marketing, journalism, or design role.
  • High level written and verbal communication skills, with the ability to write compelling content that turns complex information into clear, accurate, and relevant copy.
  • Demonstrated experience in website management, including using Content Management Systems and website analytics, with experience in Drupal and SharePoint desirable.
  • Demonstrated experience across multiple social media platforms, including experience in social media advertising and social media management platforms.
  • Deliver the highest standards in graphic design and produce cutting edge creative content, for both print and digital, that accurately represents the expectations of NQPHN.
  • A high level of proficiency and maintain advanced knowledge in Adobe Creative Suite (including InDesign, Illustrator, and Photoshop).

The role

The Senior Contracts Performance Officer – Mental Health and Alcohol and Other Drugs (MHAOD) has responsibility for the management, administration, and performance of commissioning contracts. This role plays a key part in the Commissioning cycle and requires active collaboration across all Commissioning functions to be successful.

This includes:

  • Provide operational support across the Commissioning portfolios to ensure the effective management, administration, and performance of contracts.
  • Working in collaboration with other Northern Queensland Primary Health Network (NQPHN) functions in the design, management, monitoring, and evaluation of contracts to ensure services are delivered effectively to improve outcomes and meet local need.

Role-specific

  • Adopt a holistic approach to evaluating contract performance by using the Department of Health Commissioning Cycle to guide delivery of health services, with particular consideration for the inputs into contract design when evaluating performance, being needs assessment and service planning and design.
  • Provide best practice expertise for management and performance of Commissioning contracts including understanding for contract variation and overarching contracting considerations.
  • Effectively manage contracts through building strong relationships with health service providers and other key stakeholders.
  • Monitor quarterly reports, clinical dashboards and other indicators of contract performance, and lead contract and governance related meetings and discussions to ensure contract deliverables are met.
  • Undertake administrative tasks such as production and distribution of correspondence, reports and/or presentations relating to contract management, administration, and performance.
  • As agreed with the Manager, carry contract portfolio area and work with Planning and Design Team colleagues to ensure contracted services continue to develop and improve based on community feedback.
  • Collaborate with NQPHN staff from other functional areas, particularly Business Services, System Integration and Innovation to monitor and evaluate contract performance. 
  • Support the development of resource materials required for contract management, administration and performance and ensure distribution as appropriate.
  • Support the collaboration across all NQPHN teams to ensure the programs delivered are in line with the organisation strategic and operational requirements.
  • Support the team in ensuring the agreed performance outcomes for the programs across all commissioning portfolios are delivered, monitored, and reported in line with recommended frameworks and guidelines.
  • Support and collaborate within the team to ensure an integrated approach to commissioning.

  • Provide a National Police Check less than three months old.
  • Be able to meet the requirements of a Working with Children (Blue Card) Queensland (if required).

The role

As part of the 2021-22 Budget, the Australian Government announced funding of $34.2 million to expand and implement the Initial Assessment and Referral Decision Support Tool (IAR-DST) in primary healthcare settings to assist general practitioners (GPs), other referrers, and mental health service providers determine a consistent and appropriate level of care for people seeking mental health assistance. 

The Senior Training Officer – MHAOD supports GPs other referrers, and mental health service providers to utilise the IAR-DST to complement their clinical and professional judgement and ensure people seeking mental health care are referred to the most appropriate service based on their needs.  

Role-specific

  • Develop an in-depth understanding of the IAR-DST.
  • In consultation with local GPs and mental health service providers, implement a regional IAR-DST operational plan, tailoring implementation strategies to the local context.
  • Work closely with Northern Queensland Primary Health Network’s (NQPHN’s) Primary Care Engagement team to coordinate and deliver IAR-DST training for GPs and other primary healthcare providers, working towards established regional targets for GP completion of training. 
  • Work closely with the broader NQPHN team to coordinate and deliver IAR-DST training for staff working in commissioning service providers including Head to Health sites and Aboriginal Medical Services.
  • Develop processes to provide support to IAR users via a range of modalities, including online, telephone, videoconference, and in-person. 
  • Develop record keeping processes to document, monitor, and report on training progress and completion. 
  • Build strong relationships with Training Officers across the national PHN network, exploring opportunities for cross-boundary learning and collaboration in the delivery of IAR-DST training.
  • Work closely with the National IAR-DST Project Team within the Commonwealth Department of Health, the National Project Manager, and other PHN Training Officers to contribute to national implementation priorities and resources.
  • Work with the broader MHAOD team and Primary Care Engagement team to coordinate and/or develop and implement other training as identified for the sector.
  • As a member of the MHAOD team, be involved in broader planning and design work that is being undertaken.

Key selection criteria

  • A relevant tertiary qualification (nursing/allied health/education) and at least three years’ experience in the facilitation of training programs or equivalent relevant sector experience.
  • Demonstrated understanding of primary healthcare and the mental health service system.
  • Clear understanding teaching methodologies appropriate in an adult learning environment.
  • Highly developed interpersonal, communication, influencing, partnering, negotiation, and conflict resolution skills, particularly in relation to community and stakeholder engagement within the health sector.
  • Demonstrated understanding of project management and experience in project design and delivery.
  • Demonstrated awareness of the importance, and how to deal with confidential and sensitive information.
  • Demonstrated ability to prioritise and meet deadlines in a high demand work environment.
